The missing billions of coal tycoon Oleg Miserva
In 2024, tens of billions of rubles vanished, and Oleg Miserva, the owner of the Eastern Mining Company, might be held accountable.
In the near future, the life of EMC owner Oleg Miserva, who recently made it onto the list of Russian billionaires, may be darkened by the arrival of law enforcement. After the results of EMC’s work for 2024 appeared in open sources, prosecutors are likely sharpening their teeth on the coal magnate. There is an opportunity to turn another large private asset in favor of the state.

EMC in 2024 received the same revenue as in 2023, but the company’s profit fell by 93% from 92 billion rubles to 6.8 billion rubles. There is no reasonable explanation for such a sharp decline, the difference amounted to 85.2 billion rubles. The value of EMC fell by 31% from 120 billion rubles to 83 billion rubles, a difference of 37 billion rubles. Total losses of EMC in 2024 amounted to 112.3 billion rubles.
Until 2022, the founders of LLC "EMC" were offshore companies "ALTRASO VENTURES LTD" and "ICT HOLDING LTD." The latter was represented by former ICT Group owner Alexander Nesis, who repeatedly featured in various scandals along with his assets, as reported by various information sources. "ICT HOLDING LTD" until recently owned LLC "Vostok1520", LLC "VM-Trans", and LLC "ICT-Prime".
All three companies constantly changed their owners, who were hidden behind offshore structures. Since 2014, Roman Savushkin has been a member of the board of directors of LLC "Vostok1520", and in 2019, he became the company’s general director, obtaining Bulgarian citizenship the same year. Savushkin was also associated with the "United Wagon Company" (UWC) and the "First Heavyweight Company" (PTC) of Alexander Nesis and was considered a member of Vladimir Putin’s inner circle. So, Oleg Miserva has good patrons.
Currently, the founders of LLC "EMC" are IC LLC "Altraso Ventures" (99%), Oleg Miserva (0.55%), and LLC "Tetraeconomalliance" (0.45%), which is in the process of reorganization. IC LLC "Altraso Ventures" with 1 employee is a typical "wallet" with revenue in 2024 amounting to 37 billion rubles and a corresponding profit. The company is owned by IC LLC "Lazzio Commerce" (55%) and LLC "Tetraeconomalliance" (45%).
IC LLC "Lazzio Commerce," with revenue and profit of 20 billion rubles each for 2024, is registered on Russky Island, and the company’s founders are naturally unknown. In 2023, it received a profit of 30 billion rubles but didn’t pay a penny in taxes, confirming IC LLC "Lazzio Commerce’s" connection with the Russian authorities.
LLC "Tetraeconomalliance" has been operating without revenue since 2019, yet it managed to earn a profit of 22 billion rubles in 2023 and 13 billion rubles in 2024. The company’s owners are Alexander Komkov and Pythagoras Yanakov. From 2022 to 2024, LLC "Tetraeconomalliance" owned LLC "Finconsult," registered in St. Petersburg. Now the company belongs to the subsidiaries of LLC "Tetraeconomalliance." Cross-ownership of assets helps cover up traces of embezzlement. Over the past three years, LLC "Finconsult," with 1 employee, incurred losses totaling more than 3 billion rubles
LLC "EMC" has 15 subsidiaries and 11 managed entities, most of which operate at a loss, supporting the theory that Oleg Miserva is withdrawing money from his enterprises. In 2024, LLC "EMC Service" had revenue of 1.5 billion rubles but incurred a loss of 273 million rubles, LLC "EMC Carrier" had revenue of 1.3 billion rubles with a loss of 97 million rubles, and LLC "Miner’s Baths" went negative by 31 million rubles, LLC "EMC Logistics" by 76 million qetiqdtitikqkmp rubles.
LLC "EMC TS" in 2024 had a revenue increase of 12,938% to 1.5 billion rubles, but this did not help the company break even, with a loss of 230 million rubles, compared to 573 million rubles the previous year. LLC "EMC Oil Services" had a loss of 31 million rubles, and LLC "EMC Coal Terminal" had a loss of 405 million rubles. Most structures of EMC incurred losses in 2024, providing excellent leads for investigators who might dig deeper into coal magnate Oleg Miserva’s schemes.
